Message
A prison is, above all, a place of law, order, and human responsibility. Within the walls of this institution, the Constitution of the Islamic Republic of Pakistan, the Prisons Act, and the Khyber Pakhtunkhwa Prisons Rules, 2018 guide every decision we make — from the moment an inmate is admitted to the day of their lawful release. As Superintendent, my responsibility is twofold: to maintain the security and discipline that public safety demands, and to ensure that every prisoner in our custody is treated with the dignity and fairness that the law guarantees. We work to provide adequate food, medical care, legal access, family visits, religious observance, education, and skill-based training, so that the time spent here is not lost time, but an opportunity for genuine reform. I acknowledge with gratitude the hard work of the deputy superintendents, assistant superintendents, head warders, warders, medical and administrative staff who serve this jail with discipline and dedication, often away from their own families. Together, we strive to make this institution a place where the law is enforced firmly, but humanity is never forgotten.

Our jails must not be places of mere confinement; they must be institutions where individuals are equipped, through education, skill development, and moral guidance, to return to society as responsible and productive citizens
In this regard, Central Prison Haripur occupies a place of particular importance. Its size, capacity, and the range of its programmes make it a leading institution within the provincial prison system. I commend the efforts of the Superintendent, his officers, and the staff in maintaining order, expanding inmate welfare facilities, and advancing the rehabilitation agenda set by the Provincial Government.

It is a privilege to lead the Prisons Department of Khyber Pakhtunkhwa at a defining moment in its institutional journey. The gradual transformation of the Prisons administration, in line with the correctional philosophy and rehabilitative approach towards inmates, remains a continuing priority of the Department. The Khyber Pakhtunkhwa Prisons Rules, 2018 provide the foundation on which we are building a modern, accountable, and humane prisons service. Our focus extends across four interlinked pillars: strengthening security and discipline; improving healthcare, nutrition, and living conditions for inmates; expanding education and vocational training programmes; and ensuring transparent financial and administrative governance through the Prisons Welfare Fund and allied mechanisms.

Our priorities are clear: humane conditions of confinement, secure and well-managed facilities, modernised infrastructure, skill development and vocational training for inmates, and a structured pathway for their reintegration into society. Equally important is the welfare and capacity-building of our prisons workforce, whose service often goes unseen. Through close coordination with the Inspectorate General of Prisons, the Finance Department, and our development partners, the Home Department is working to ensure that reforms translate into measurable outcomes across all 33 jails of the province. I extend my appreciation to the officers and staff serving in challenging conditions, and reaffirm the Department’s resolve to support every initiative that advances safety, justice, and rehabilitation in Khyber Pakhtunkhwa.
